The film centers around two main characters: Lazarus (Samuel L. Jackson), a deeply religious farmer and former blues guitarist, and Rae (Christina Ricci), a young nymphomaniac. Lazarus’s wife has left him for his brother, which has left him a bitter and angry man. Rae’s boyfriend Ronnie (Justin Timberlake) leaves for deployment with the 1960th Field Artillery Brigade, Tennessee National Guard, and in his absence she has bouts of promiscuity and drug use. During one of Rae’s binges, Ronnie’s friend Gill (Michael Raymond-James) tries to take advantage of her. She laughs at his advances, comparing him unfavorably with another man, and he severely beats her. Believing she’s dead, Gill dumps Rae by the side of the road and drives away.

Lazarus discovers Rae in the road the next morning and brings her home to nurse her back to health. Over the course of several days, Rae, delirious with fever, occasionally wakes up and tries to flee from Lazarus. He ties her to the radiator with a heavy chain to keep her from running away. After Rae regains her wits, Lazarus announces that it is his spiritual duty to heal her of her sinful ways and refuses to release her until he does so. Rae makes several attempts to escape, but eventually comes to tolerate her position. Lazarus buys her a proper dress to wear, plays guitar for her, and feeds her home-cooked meals. Lazarus’s pastor and close friend, R.L. (John Cothran Jr.), visits Lazarus at his house and discovers that Lazarus is imprisoning Rae. The pastor tries to reason with Lazarus and the group shares a meal.

In the morning, Lazarus frees Rae, having decided that he has no authority to pass judgment on her. Rae chooses to stay with Lazarus of her own will. Later, Rae and Lazarus take a trip into town, where Rae confronts her mother (Kim Richards) about the sexual abuse she suffered at the hands of her mother’s partner. Meanwhile, Lazarus has formed a budding romance with the local pharmacist, Angela (S. Epatha Merkerson). He plays a blues concert at a local bar, which Rae attends. Ronnie spots Rae and follows her to Lazarus’s house. He confronts the pair with a pistol, but Lazarus talks him down and summons the pastor. Ronnie and Rae decide that they are stronger together than apart and get married. While driving away, Ronnie suffers a panic attack and Rae begins to break down, but together they overcome their afflictions.

Brian O’Conner (Paul Walker), the disgraced cop from the first film, is on the run because he let Dominic Toretto (played by Vin Diesel) escape. He goes to Miami to start a new life. Here he makes new friends Tej Parker (Chris ‘Ludacris’ Bridges) an ex-street racer and well-known car tuner Jimmy (Jin) as well as Suki (Devon Aoki) – also a street racer. O’Conner is now known by his street name “Bullet” (a Steve McQueen reference), and competes with fellow street racers in high stakes races to win money utilizing the skills he learned as a member of Toretto’s now disbanded team.

One night after winning a race, he is caught by US Customs agents after his car is disabled by the fictional harpoon-like ESD (Electronic Disruption Device) that is deployed by US Customs Agent Markham (James Remar). He is arrested and his former boss FBI Agent Bilkins makes a deal with him saying that if he accepts to take part in a mission, his criminal record will be wiped clean.

O’Conner and Bilkins then travel to Barstow, California where O’Conner proposes the deal to his childhood friend and ex-con Roman Pearce (Tyrese Gibson). Together their mission involves working undercover as street racers for a South American (Argentine) drug lord – Carter Verone (Cole Hauser), with help from Monica Fuentes (Eva Mendes) an undercover U.S. Customs agent who becomes Carter’s love interest. They win a highly charged “audition” race and strike a deal with Verone, who stated, “Drive the package to the Keys and I’ll personally hand over 100Gs($100,000) at the finish line”. Roman Pearce requests that the prize be $100,000 for both himself and O’Conner.

Later on that night O’Conner and Pearce arrive at Verone’s nightclub so Verone can torture a police detective named Whitworth into keeping the local police away from O’Conner and Pearce so they may transport the money. The next morning they embark on the mission in their Mitsubishis with Verone’s money in the trunks and two of his henchmen riding along. During the transportation of Verone’s money the corrupt Detective Whitworth calls in the army of police units he has waiting nearby. During the chase they lead the police to a warehouse complex. The police surround the front of the garage area so O’Conner’s and Pearce’s street racer friends create a “scramble” diversion allowing O’Conner and Pearce to sneak away in the Camaro and Challenger to continue their mission and Brian allow Tej to drive his Evo VII and allow Suki to drive Roman’s Eclipse Spyder. First to be driven out from the garage were 4 Dodge Rams to ram the police cars, then hundreds of cars, including O’Conner and Pearce. As the drama unfolds, Verone tries to escape aboard his yacht after informing Monica that he knew she was an undercover U.S. Customs agent. While aboard the yacht he scolds her on her slip-up for informing U.S. Customs agents about Verone’s intention to flee the country via a secluded airfield. The finale occurs with O’Conner’s Camaro jumping off of a nearby ramp and landing on the top of the yacht to save Monica. At the end Verone is arrested and the duffel bags carrying his drug money are recovered by the FBI, save for an undisclosed amount secretly stolen by Pearce. As Monica walks away, she looks back to catch O’Conner’s eyes and gives him a meaningful smile. Brian surprisingly shows Pearce that he himself has stolen some of the money and then Pearce does the same, Pearce decides to stay in Miami with Brian and the latter suggests opening a garage with the stolen money.
